Mr. Rumbold to Sir Edward Grey.-(Received July 15.)
Tokyo, June 28, 1909. WITH reference to previous correspondence ending with your despatch No. 53 of the 10th April last, and to Sir John Jordan's despatch No. 214, regarding the Atol of Pratas, I have the honour to report that the following telegram which had been received by the Foreign Office at Tokyo appeared in the "Japan Mail" of the 24th instant :--
"On the 22nd instant the Viceroy of Pao Kwang officially informed Mr. Consul Segawa (the Japanese consul at Canton) that he agreed to the appointment of a joint valuation commission by the two countries, and that he had appointed Mr. Wei Han, of the Foreign Affairs Bureau, to be commissioner on the Chinese side. A Japanese commissioner will therefore he appointed at once.'
I have forwarded a copy of this despatch to His Majesty's Minister at Peking.
